Village Board

Duties:

The government of the Village of Pulaski consists of a five-member Board with one Mayor and four Trustees who are elected to two-year terms.   The mayor is the Chief Executive Officer, and the Trustees are the Legislative Body.  The Board sets policies, adopts local laws, approves budgets, and sets tax rates.  The Village Board meets on the 2nd Monday of each month.  When a holiday falls on a regular meeting night, the Board meeting will be on the Tuesday after the scheduled Monday.

Mayor/Police Commissioner/Chair of the Housing Registry Committee

Responsibilities:

  • Trustee - Members of the Board of Trustees have the responsibility for the management of all village property and finances. They are charged with the protection of all Village property and the safety, health, comfort and general welfare of village residents.  Village Trustees do not possess any inherent authority to supervise or direct the work of subordinate village officers or employees. The responsibility and authority to supervise all subordinate village officers and employees is vested in the village mayor.

  • Chair of Housing Registry Committee - appointed by the mayor to form a 5-member committee mixed with village and town residents and draft a village local law for the purpose of controlling apartment rental units. The law should be aimed to protect both the property owners and tenants.  The Village Board believes that tenants in the Village of Pulaski have a right to live in a building that is properly maintained and kept.  The law would make Landlords legally obligated to maintain basic services and make any necessary repairs to heating, gas and ventilation systems, as well as appliances such as stoves and refrigerators.

Trustee/Parks Commissioner

Responsibilities:

  • Trustee - Members of the Board of Trustees have the responsibility for the management of all village property and finances. They are charged with the protection of all Village property and the safety, health, comfort and general welfare of Village residents. Village Trustees must see that personal property is protected, preserve the peace and good order, benefit trade and preserve and protect the public works system. The Board has a broad range of power that enables them to adopt a wide range of laws to address village concerns, so long as the action is not inconsistent with the constitution or the general laws of the state. Trustees have no authority to supervise or direct the work of subordinate village officers or employees. The responsibility and authority to supervise all subordinate's village officers and employees is vested in the village mayor.

  • Deputy Mayor - is vested with all of the powers and may perform all of the duties of the mayor when absent or unable to fulfill his or her duties.

  • DPW & Parks Commissioner - appointed by the mayor to keep informed of the condition of all public streets, sewers, streetlights, sidewalks.  Recommends policies, programming, maintenance, and capital improvements for the streets sidewalks, and parks.  Acts as a member of the Haldane Advisory Committee to help manage, oversee and operate the Haldane Community Center.

Trustee

  • Police Commissioner - The Police Commissioner is appointed by the mayor to act as a liaison between the Board of Trustees and Police Department.
